I think the 3rd 'pointy' head bully looks the meanest - and you could just give him the impression of a 'shaven head' by giving him lots of little dots on his scalp? In terms of hair for the 'odd boy' to me it feels like he should a small 'cap' of hair on his head, a bit like a monk or something?
